Three anti-unicorn brigades shall be formed forthwith. Two units shall be dedicated to regular and irregular combat and one shall be reserved for intelligence gathering. Together, His Majesty’s 51st, 67th and 231st Anti-Unicorn Brigades shall comprise Special Operations Allied Program (SOAP). These forces will receive Allied participation, but shall remain under the operational control of the United Kingdom Secretary of State for War and the Foreign Office. All recruitment will be conducted in secret and on a need-to-know basis only. Background dossiers will be compiled on every soldier in SOAP. All tactical operations orders will be sealed until reaching their theatre of operations. All dispatches are to be coded.
